As many as 87 percent of undocumented immigrants in the U.S. would not be targets of deportation under plans put in place by President Obama. The remaining 1.4 million people have criminal records or are very recent border-crossers—making them prime targets for the immigration rules. The Migration Policy Institute says the rules, implemented July 1, will cut total deportations while making it harder for felons to escape the law.
