A bill allowing concealed handguns on university campuses is poised to sail through the Texas legislature, with more than half of the state’s lower chamber signing on as sponsors. The proposal, which one state senator called “strictly a matter of self-defense” against possible school shootings, will permit firearms on the grounds of more than 38 public universities attended by more than 500,000 students. Only one other state, Utah, has passed a similar law, and 23 states have rejected such a proposal since 2007. All faced opposition from college leaders.
