A group of 10 lawmakers has filed suit against President Obama, saying that the operation in Libya is unconstitutional. Meanwhile, the White House has sent a 30-page report to Congress that justifies the Libyan mission from a legal standpoint. As part of the report, the White House is arguing that it has not been involved in full-blown “hostilities” in Libya since April 7, so the section of the War Powers Resolution that imposes the upcoming 90-day deadline on such hostilities should not be invoked. White House press secretary Jay Carney says that the White House believes it will continue to get support from Congress.
