As Norway mourns the deaths of 76 people, Prime Minister Jens Stoltenberg has launched an independent review to investigate why police took so long to put an end to Anders Behring Breivik's killing spree on Friday. Police officers first said the response was delayed because there was no helicopter available to transport them to the island where the shootings took place. But at a press conference they explained they used civilian boats to rescue people when their boat engine stalled. "They were extremely solid and showed much courage right down the line," said the commander of the police team. Prime Minister Stoltenberg has said the purpose of his "July 22" probe is "to map out what functioned well and what functioned less well." He also announced that a national commemoration would be held and that the government would donate money for funeral expenses to families who lost loved ones.
