Steele Wanted a Brokered Convention

It turns out that a chaotic, messy Republican primary race, like the one we're currently witnessing, was exactly what Michael Steele wanted. Before being booted from his role at the head of the Republican National Committee, Steele changed the GOP primary-contest rules, creating the opportunity for a brokered convention. Though many opposed his chaos-inducing reforms, the Romney camp supported them, something it's likely grown to regret, since the new rules have kept Mitt from easily assuming the nomination.
