The Case-Shiller index, which tracks housing prices in 20 cities and is largely considered the most reliable measure of home prices, showed average home prices rising 4.3 percent over the last year through October. Only New York and Chicago posted year-over-year price decreases, while San Diego and Phoenix had nine and thirteen months of home-price gains, respectively. According to the index, Las Vegas only reached its January 2000 level for average home prices in October, while Atlanta and Detroit still remain at January 2000 average prices.
