The U.S. seems to be going with a “keep your enemies closer” strategy with Pakistan. The U.S. intelligence community has a uniquely focused interest in the country, according to the $52.6 million “black budget” for national intelligence, the most recent top-secret document leaked by Edward Snowden. The documents show the U.S. has increased surveillance of Pakistan’s nuclear sites amid new concerns of biological and chemical weapons and doubts the loyalty of CIA sources there. Tensions between the two countries are evident, especially because of an unpopular U.S.-led drone campaign, but the revelations could highlight a pivotal strain in the partnership. “The mistrust now exceeds the trust,” a former ambassador said.
