    U.S., Afghanistan Reach Pact

    Afghan President Hamid Karzai and Secretary of State John Kerry have finalized the language of a security agreement that would forbid U.S. forces from conducting combat operations in Afghanistan beginning January 2015 and lasting “until the end of 2024 and beyond, unless terminated.” The deal will now go to a gathering of Afghan leaders, who will accept or reject it. It stipulates that American forces cannot target its civilians, “including in their homes.” President Obama has stated his goal of ending the decade-long combat mission by the end of next year.
