The most profitable tech company and the largest cable company are in talks to create a new streaming-television service. The new service would use Apple's set-top box and a special service from Comcast to get around congestion on the Internet. If successful, users of the service would not deal with bumps in service or buffering, essentially making it the same in quality as cable's regular TV transmissions. The two sides are talking but not yet close to a deal, according to reports.
