The controversial 2011 Wisconsin law that ended collective bargaining for most public workers there was upheld by the state’s supreme court Thursday in a 5-2 ruling. The decision comes as Scott Walker, the Republican governor who championed the law, is running for reelection after winning a recall in 2012 that was prompted by the law. The law prohibited automatic withdrawals from member paychecks and required annual votes on union representation.
