It turns out that the arrest of alleged war criminal Jean Léonard Teganya was due to a citizen tip who noticed a suspicious person trying to cross the border between Canada and the U.S. by sneaking through the woods. The Houlton, Maine resident tipped off border guards who arrested Teganya, 42, who is wanted in Rwanda for violating human rights during 1994's genocide. He has been a fugitive since 2011 when he was denied refugee status in Canada.
