President Obama is expecting White House lawyers to give him a blame-it-on-Congress legal rationale by the end of the summer so he can justify executive action on immigration. Back in June, the president announced that “if Congress will not do their job, at least we can do ours.” The White House plans to argue that Congress was derelict in its duty by not providing resources to enforce U.S. law, which would give the president the right to halt deportations of 11.5 million people here illegally. Other executive actions being considered include changes to the green-card system.
