The Obama administration is being pretty cautious in estimating how many people will sign up for insurance under the Affordable Care Act going forward. The Department of Health and Human Services predicts between 9 million and 9.9 million Americans will have insurance through federal and state exchanges by the end of 2015. That figure is 30 percent lower than other estimates, including one from the independent Congressional Budget Office that saw 13 million enrolled next year. Currently, 7.1 million people are paying for insurance plans under the ACA.
