The New York Times reports that the Justice Department is likely to file federal hate-crime charges against Dylann Roof since South Carolina does not have its own hate-crime statute. The Justice Department fears that the racially motivated nature of the shooting would not be legally addressed if Roof's case is only handled in state court. “This directly fits the hate crime statute. This is exactly what it was created for,” a law enforcement source told the paper. In addition, the FBI has concluded “with a high degree of certainty” that Roof posted a racist manifesto online.
