USA Today reports that the Army is planning on laying off 40,000 soldiers over the next two years in both its domestic and foreign posts, along with another 17,000 Army civilian employees. The decision, which will be announced this week, will reduce the Army’s ranks to 450,000 by the end of the 2017 budget year. At the peak of wartime in Afghanistan and Iraq, the Army had grown to about 570,000 soldiers.
