Thai police say they have arrested a second foreign man in relation to the bombing of a Hindu shrine in Bangkok two weeks ago. Police are not releasing his name or nationality, but local media reports that a man was arrested at the Thailand-Cambodia border. He may be the man seen on CCTV footage placing a backpack under a shrine bench minutes before the explosion. A second man, another foreigner, had already been arrested in connection with the worst bomb attack in Thai history.
