Police arrested a man sought in a pair of Dallas-area shootings Tuesday after a dramatic standoff. The suspect, identified as Silvestre Franco-Luviano, was arrested at a home in Georgetown, some 25 miles north of Austin, police said. He is accused of shooting and killing Ruben Moreno in his car in southeastern Dallas, and Welton Betts at a gas station in a Dallas suburb on Sunday. Georgetown police said Franco-Luviano is also suspected in the abduction and robbery of a man on Monday. During Franco-Luviano’s arrest Tuesday, nearby residents were evacuated while tactical squad officers swarmed the apartment. A fire broke out that police believe Franco-Luviano intentionally set before trying to escape on foot, but he was tackled and subdued.
