Chicago’s City Council voted Wednesday to pay $5 million to the family of a black teen who was shot 16 times by an officer, but the city still refuses to release the dash-cam footage of the incident. Laquan McDonald, 17, was killed in October 2014 after police said he wielded a knife while officers followed him for several blocks. The unidentified officer who shot McDonald was put on desk duty but has not been charged. The video was also not shown to the aldermen before they approved the settlement. Mayor Rahm Emanuel said it was “central” to an FBI investigation into the fatal shooting and city officials added it would be released after the inquiry is completed.
