Kentucky County Clerk Kim Davis allegedly replaced marriage licenses with an altered version that said they were not issued under the authority of the Rowan County Clerk, but “pursuant to federal court order,” lawyers said Monday. Davis, who went to jail for refusing to issue licenses to same-sex couples, was released and returned to work on the condition that she not interfere directly or indirectly with the issuance of marriage licenses. But lawyers from the American Civil Liberties Union argued in a court filing that she is not complying with the federal court order by issuing the altered marriage licenses. A federal judge had previously said licenses issued while Davis was jailed were valid while the governor has said he had no problem with the altered versions, if the judge considered them valid.
