Hydraulic fracturing has been regulated by states for decades, but on Friday the federal government issued its first-ever rules for fracking. The Bureau of Land Management said drillers on federal land must disclose the chemicals they pump into the ground to bring up oil, safely dispose of contaminated water, and meet certain construction standards for wells. More than 92,000 wells have been drilled on public U.S. land, accounting for about 11 percent of natural-gas production and 5 percent of oil production.
