With more chocolate brown oil washing up on the coast, and more spewing into the Gulf of Mexico at an average rate of 92,400 gallons a day, frustration is growing among the residents. Though the cleanup is under way, they say problems are not even close to over as long as the well is open. "It's difficult to clean up when you haven't stopped the source," said one Louisiana councilman. "You can scrape it off the beach but it's coming right back." But the government cannot just step in and help. Ever since the 1989 Exxon Valdez spill, Congress has stipulated that the oil companies stand responsible for dealing will all cleanups, with federal agencies playing an oversight role. Now, BP is saying that it will be at least Tuesday before it can try an innovative method to stop the oil flow into the ocean.
