Despite their seemingly cozy body language, world leaders left the G20 summit in Russia without agreeing on military action against Syria. Speaking in St. Petersburg, President Obama resigned to restating his concern over last month’s nerve gas attack in Damascus, stressing a “unanimous” conclusion that chemical weapons had indeed been used. But Obama stands largely alone on the world stage in his call for military intervention; Russian President Vladimir Putin said most countries opposed a strike in Syria, including Brazil, Germany, China, and other smaller countries like Indonesia. Obama will now return home to rally Congress for support.
