More than 300 troops of the U.S. 82nd Airborne Division arrived in Port-au-Prince overnight, and the aircraft carrier USS Carl Vinson arrived in nearby waters, as the American relief effort in Haiti gets under way. To many, though, relief seems elusive. "There's been nothing, nothing, nothing at all since Tuesday," a plumber tells The Wall Street Journal. “We are starving,” says another Haitian. The UN warned that the lack of food and water could lead to looting—not to mention the fact that 4,000 criminals are roaming free after the main prison was destroyed. Part of the difficulty in getting aid to people is due to the fact that the quake destroyed the airport’s radar control, making it difficult to fly in supplies.
