Tony Hayward apparently thinks the buck stopped before him at BP: The oil-company CEO told Congress that he was “deeply sorry” for and “personally devastated” by the Gulf oil leak on Thursday, but also insisted that he was not responsible for the decisions that led to the explosion and leak. “With respect, sir, we drill hundreds of wells a year around the world,” he told House Energy and Commerce Committee Chairman Henry Waxman. He also declined answering many questions, saying he would wait until BP’s internal investigation is completed. Waxman grew frustrated with Hayward, at one point asking, "Are you failing to cooperate with other investigators, as well? Because they're going to have a hard time reaching conclusions if you stonewall them, which is what we seem to be getting today." Hayward insisted, “I’m not stonewalling. I simply was not involved in the decision-making process.”
