House Republicans on Tuesday voted overwhelmingly in favor of the “Pain-Capable Unborn Child Protection Act,” a far-reaching bill that would limit abortions after 20 weeks of conception. That's when, according to the measure’s supporters, a fetus can feel pain, an assertion that has been contested by the medical community. The bill passed with 228 to 196 votes in the House, but has little chance of passage in the Senate, and no chance at all of being signed by President Obama, who in a policy statement on Monday threatened to veto H.R. 1797, calling it an “assault on a woman’s right to choose.”
