Adm. Mike Mullen said that Pakistan’s intelligence agency helped insurgents during the attack on the American embassy in Kabul last week that killed five people and injured 77 others. Mullen, who has led the effort to improve cooperation with Pakistan for years, told the Senate Armed Services Committee, “With ISI support, Haqqani operatives planned and conducted that truck bomb attack, as well as the assault on our embassy.“ He added, “The Haqqani network acts as a veritable arm of Pakistan’s Inter-Services Intelligence Agency.” Pakistani officials denied Mullen's allegations, with Pakistani Interior Minister Rehman Malik said that Pakistan would not allow an American operation aimed at the Haqqani network in Pakistan. Pakistani Foreign Office spokesman Tehmina Janjua said her response to Mullen is a "categorical no."
