As the economy continues to tumble, you're probably thinking that you should be saving, not spending. Right? That's too bad, because now is a great time to go shopping. The Consumer Price Index plummeted to its lowest rate ever in October, signaling a drop in the cost of many essentials. It's also a good sign for consumers on the hunt for bargains. Retailers—online and in stores—are offering deep discounts on everything from consumer electronics to clothes. As an added incentive, some stores are also reinstituting layaway plans.
