In his run for president, Barack Obama promised to create the largest public-works construction program since the New Deal. It included infrastructure projects to repair the country’s roads and bridges, as well as programs to create new technology jobs and develop green industry. It was compared to the Works Progress Administration (WPA), which put 8.5 million Americans to work from 1935 to 1943, simultaneously staving off financial ruin and modernizing the nation.
