“Nothing like this has ever happened to America before,” Newsweek wrote two days after Sept. 11. But the attacks did recall another infamous day, Pearl Harbor. Even with the pain fresh, there was still caution: “To avenge its civilian deaths in New York and Washington, America may wind up chasing shadows.”
