Rick Perry announced his second bid for president on Thursday, first online and then at a kickoff event in Dallas. On day one as president, Perry would immediately freeze all pending regulations from the Obama administration and approve construction of the Keystone XL pipeline. “We are at the end of an era of failed leadership,” Perry said of the Obama years, saying they were the worst since Jimmy Carter. Perry is the eleventh Republican to announce for president and the field will grow pending official bids by Jeb Bush, Scott Walker, and Bobby Jindal.
