May 2011 is shaping up to be a bad month for wanted war criminals. In the wake of the death of Osama bin Laden and capture of Ratko Mladic, the United Nations announced that a major leader of the Hutu militias in the Rwandan genocide has been captured in the Democratic Republic of the Congo. Bernard Munyagishari is charged with genocide and crimes against humanity; his indictment by an international tribunal says he created a group that raped and murdered women in the rival Tutsi ethnic group. The U.S. had offered a $5 million reward for the capture of the former teacher and soccer referee. Munyagishari’s capture leaves nine major players in the genocide—which killed an estimated 800,000—still on the lam.
