Mark Tiller, the police lieutenant who shot and killed 19-year-old Zachary Hammond in Seneca, South Carolina, will not face charges, a local prosecutor announced Tuesday. Hammond was killed at a Hardee’s restaurant during an attempted drug-related arrest in July. Hammond was unarmed and an autopsy on his body revealed he had been shot in the side and back and through the window of his car, further confirmed by the release of dash-cam footage Tuesday. Chrissy T. Adams, the prosecutor who reviewed the case, determined Tiller may have indeed been run over, as he claimed in his defense, which would allow for use of deadly force.
