The Senate can just about call it a day: It voted Wednesday to ratify the New Strategic Arms Reduction Treaty, known as New START, clearing the two-thirds requirement with a 71 to 26 vote. The treaty will require the U.S. and Russia to both reduce their arsenals of long-range nuclear warheads to 1,550 weapons each. The vote was the closest ever for an arms-control pact with Russia.
