The international peace envoy to Syria has called for the formation of a transitional government that would have “full executive powers” to run the country until elections can be held. Lahkdar Brahimi’s plan is reportedly based on the peace plan that world powers came up with in Geneva in June, which called for the creation of a unity government. That plan failed because it did not insist upon Bashar al-Assad’s departure or prohibit him from participating in government. Brahimi did not specify what would become of Assad under this new plan.
