The Department of Justice indicted two Iraqis who were living in Bowling Green, Kentucky, Tuesday on federal terrorism charges, including “conspiracy to use weapons of mass destruction” and “distributing information on the manufacture and use of IEDs.” Waad Ramadan Alwan and Mohanad Shareef Hammadi were arrested Thursday for alleged efforts to kill U.S. troops in Iraq over the course of eight years. They’ve not been charged with plotting attacks in the U.S., but the arrests expose some alleged terrorists’ abilities to seek shelter in America.
