The United Nations mission that was investigating the use of chemical weapons in Syria has turned its report over to the Secretary-General. The panel sent the report on Sunday, and it will be shared with U.N. member states on Monday. The news comes as the United States and Russia made an agreement to locate Syria's chemical weapons and dismantle them under the Chemical Weapons Convention. Russia has agreed to submit a resolution to the U.N. Security Council that will allow for further action to be taken if Syria doesn't comply. U.N. officials have also confirmed that Syria will be joining the 1992 Chemical Weapons Convention as of Oct. 14.
