The United Nations Security Council adopted a resolution Wednesday compelling member states to prevent their citizens from joining terrorist organizations like ISIS. Introduced by President Obama, the resolution expands a 2001 measure to squeeze Al Qaeda. Specifically, the resolution asks member states to track would-be terrorists within their borders, stop or report the suspects, and share that info with U.N. partners. Of course, it has no teeth to make states actually do this. Speaking before the general assembly earlier, Obama said the U.S. would “work with a broad coalition to dismantle this network of death” that only understands “the language of force.” Threading the needle between inaction and imperialism, Obama said “we will neither tolerate terrorist safe-havens, nor act as an occupying power.”
