A federal jury in Fort Lauderdale, Fla., awarded $23.1 million Wednesday to Dontrell Stephens, a 22-year-old unarmed black man who was shot and paralyzed by a Palm Beach County Sheriff in 2013. Stephens was stopped for riding his bike into traffic and was holding a cellphone that the sheriff thought was a gun. The Florida legislature will have to approve the financial award for Stephens to get the money.
