Stuart Bowen Jr., the U.S. Special Inspector General for Iraq Reconstruction, criticized the military for glossing over Iraq's instability. “Iraq remains an extraordinarily dangerous place to work," said Bowen in his report. "It is less safe, in my judgment, than 12 months ago."
