not exactly the "middle" of "middle class", but the tiniest fraction at the very top, i.e. those not "rich" enough to qualify as "upper class"

I don't think that $250,000 a year in New York City and other major cities puts you in the upper class. However, if the tax on the upper class is pursued, you can bet your sweet bippy, that they will pay their very expensive lawyers and accountants to avoid as much tax as possible. And when that doesn't net enough for the federal spending spree, guess who pays?
