Will Military Rape Ever Change?

The Armed Forces are facing sharp censure for their process of investigating sexual assault cases. Currently, commanders handle such inquiries, even though they're often the perpetrators. On Tuesday, the Joint Chiefs of Staff testified before the Senate, unanimously agreeing that commanders should retain this responsibility, instead of the military using independent prosecutors.
