A grand jury has indicted Richard Combs, a white man who, while the police chief of a small South Carolina town, shot and killed an unarmed black man nearly four years ago. When Bernard Bailey, 54, came to Eutawville’s town hall in 2011 to argue about a broken-taillight ticket for his daughter, Combs tried to arrest him on obstruction of justice. When Bailey went back outside to his truck, Combs tried to get inside, prosecutors said. After the two fought, Combs shot Bailey twice in the chest while in his vehicle.
