A second man has been arrested in connection with last week’s abduction and rape of a 5-year-old New Delhi girl, inciting mass protests over the propensity of such crimes that forced the Indian Parliament to adjourn twice Monday. This particular rape is just one in a recent series of such incidents throughout India, including several that occured just this past weekend. In New Delhi, a rape is reported about every 18 hours—and most are not reported at all. Some of the protesters who disrupted Parliament on Monday were demanding a discussion of the rape issue. “Though Parliament has recently passed tougher legislation to prevent rapes, the evil has not abated, and such incidents are still on the rise throughout the country,” said House Speaker Meira Kumar.
