Using gifts such as pictures or alcohol, female staff members at juvenile-detention centers coerce their male inmates into having sex with them, according to a report from the U.S. Department of Justice. Surveying about a quarter of all juveniles in detention facilities across the country, the Justice Department found that nearly 8 percent of youth inmates experience abuse from staff members. And nine out of 10 were boys abused by female staff members. “Many corrections leaders continue to minimize this abuse, arguing that it’s the kids who are manipulating the staff, that these boys are asking for it,” says Lovisa Stannow, executive director of the California-based nonprofit Just Detention International. She says the youngsters may not even realize that the relationships with female staff members actually constitute sex abuse. The Justice Department first discovered the shocking abuse in 2010, when 92 percent of males who were abused reported that their perpetrator was female.
