In Arizona, thanks to a law signed by Governor Brewer in 2010, no permit at all is required to carry a concealed weapon. Anybody can do it! However, it is still illegal to lie if police ask whether you have a gun on your person. That gives law enforcement a sporting chance before the shooting begins.
