Plan B Fails

The GOP has a big problem

So Boehner tried, and failed, to get Republicans to pass a tax hike only on millionaires--aka Plan B.  Today, the internets are filled with laments about Boehner's weakness as a speaker, and the intransigence of the GOP.  

My take is that the problem is not Boehner, but an institutional problem within the GOP, as I said yesterday on Alex Wagner's show.
