This Is Why SOPA Failed

According to a new report by ScanEye, an anti-piracy service, employees of Congress have been illegally downloading television shows and movies while using their congressional computers. They discovered this by tracking the IP addresses that were downloading illegal content. Using location services, the addresses were discovered to be coming from congressional offices.

As [the blog] TorrentFreak noted in a 2011 blogpost, Congress was illegally downloading television shows and self-help books around the same time some members were drafting Sopa.

You remember SOPA. It stood for the Stop Online Piracy Act.
