At least 11 people were killed on Wednesday when a suitcase exploded outside India’s high court in New Delhi. Another 66 people were injured in the blast. The bomb was placed near a line where people had queued to receive passes for the day’s hearings. Indian authorities are investigating Huji, an al Qaeda–linked group that has claimed responsibility in an email. The attack comes just three months after a prior attack on the same building. In that incident, a bomb exploded in a car, injuring no one. New Delhi was shaken by a magnitude-4.2 earthquake shortly after, though no injuries were reported.
