Campaign-advertising watchdog groups are drawing attention to an ad put out by a pro-Romney super PAC that they say illegally recycles material from a spot produced by the 2008 Romney campaign. The ad may be in violation of campaign-finance laws, the groups claim, because reuse of campaign material by a super PAC may constitute an “in-kind contribution.” The ad, titled “Saved” in its most recent incarnation, is in most ways identical to 2007 ad “The Search,” which details Romney’s role in recovering a Bain employee’s teenage daughter after she went missing in New York City. Super PACs are prohibited under Federal Election Commission regulations from coordinating with the campaigns they support, though the rule has proven virtually impossible to enforce.
