Just a week after North Dakota's lawmakers approved a package of sweeping anti-abortion measures, Kansas is making its own mark. The state's legislature passed a bill Friday night that includes a declaration that life begins “at fertilization,” a ban on sex-based abortion, and also blocks tax breaks for abortion providers. Governor Sam Brownback is expected to sign the measure, which would likely take effect in July.
